Federal - Charter EnvironmentalCharter is a small business operating under NAICS code 562910 (Environmental Remediation Services). We also operate under 236220 (Commercial and Institutional Building Construction) and 237990 (other Heavy and Civil Engineering Construction).

When Charter was awarded its first prime contract with the Government in 2001, the contract was valued at a few thousand dollars.  Today, Charter successfully manages multiple ID/IQ prime contracts for various Federal clients.

During our early years, contracts with the Government were focused primarily on providing transportation and disposal services.  As the company grew with our clients, our services expanded to include civil construction services as well as full service environmental capabilites. In fact, we have the range of capabilities, as well as technical and regulatory knowledge to serve any of our client's needs from environmental construction to turnkey, design-build and design build plus construction. This level of diversity under one roof sets us apart in the construction business.

We provide a high level of confidence to the Government through our execution approach that includes the following:
  • A diverse and experienced management team that includes regulatory and construction specialists with experience working on Government contracts
  • A Proven safety program – Charter was awarded the AGC Massachusetts
    Safety Merit Award
  • A centralized program support office with the infrastructure to manage multiple
    Federal contracts
  • A DCAA-audited cost accounting system that provides integrated tools for managing cost, schedule, and technical performance on multiple Task Orders, ensuring our Management Team has information to proactively respond to changing priorities or new developments
  • A specialty project delivery system – ChartTracksm, that provides a common framework for
    Task Order planning and execution, including technical and management approach, evaluation of alternative approaches, risk management, resource efficiencies, and value engineering
  • In-place management control mechanisms to minimize risk and maximize quality during
    project execution
We continue to build upon established procedures, systems, and tools to improve the quality of our outputs, always incorporating lessons learned and continuous improvement as part of routine practices. We track productivity and evaluate progress through performance metrics to provide early warning of potential problems so that our Management Team can take proactive steps to achieve performance goals.
